I can't see any holes in your idea to simplify this to an 89% annual salary cap floor and allow teams to carry over a maximum of 11% of the previous years salary cap figure I'd also agree that it should not be brought in for this upcoming season. I'd think that the best number for carry-over would be the difference between the floor and ceiling of the cap. That would essentially give us the effect of a floor and would prevent unrealistic amounts being carried over.

I guess if any owners are going to be replaced for inactivity it'd be nice to have that done before trading begins. Otherwise, the new managers of those teams are going to miss an opportunity to improve rosters that are probably already sub-par.
