Good points have been raised that the ability for NFL teams to borrow against a future cap was just a temporary transition situation from the last CBA. The question would be do we stop allowing that ahead, following the NFL as that no longer becomes an available tool in reality or decide we should continue anyway here?
With the salary cap going up, arguably there shouldn't be as much need for borrowing with more money being available to all teams. If the NFL isn't doing that any more, and we aim to simulate the job that a real GM has, our default positions would normally be to follow that lead and phase that out.
Is the league much better with that borrowing option? Or is it now unrealistic outside of our intentions, and also maybe a negative overall to league healthy to have teams borrowing so much against their future anyway?
Is there a middle ground where perhaps no team can borrow against their future cap except in certain cases? Such as only during the regular season when cap space difficult to create and needing to make moves for injuries? Or only in cases where over the cap during the regular season and few other alternatives as a tool for us to quickly rectify and get teams back in compliance?

Re: 2014 RULES: Borrowing
Think this one should be an easy vote. If I remember correctly, the borrowing was only implemented cause the cap dropped a bit and it was to help teams recover from that. With it rising this year, and it looks like from now on, there's no need for it anymore.

Strong support for no borrowing against future cap this season in alignment with the temporary situation ending in NFL. If you've been used to borrowing 3M against next year's cap the last few seasons, that's no longer available this year. The cap went up and that's what all have to spend. Spend it wisely.
