This is my biggest issue with the idea of implementing a floor here. The restriction comes on a 4 year average. I just think the bookkeeping to do it realistically would be too tough. On top of that, I still don't see what benefit a cap floor brings to us. Teams could still tank while paying terrible players big contracts. I've seen better proposals to eliminate outright tanking. I don't think you can get away from it without some minimum level of achievement required to keep GMs in place.
